Why you'd use it
ACM Reference Format is unlike the other styles: full first names, the year right after the authors, the venue in italics, and the DOI as a link at the end. The ACM LaTeX class does it for you; anything outside LaTeX does not.
The same generator feeds the other three styles on this site, so a reference list can be produced in ACM, IEEE, APA and MLA from one set of entries.

Do I need the ACM class file for this?
No. This is for documents written outside LaTeX, or for pasting a reference into a review, a proposal or a web page. In a LaTeX paper using acmart, the ACM-Reference-Format bibliography style produces the same output.
How are author names written?
In full, given name first, with "and" before the last author. Initials are only used when the entry itself only has initials.
Can I generate from a DOI without BibTeX?
Yes. Paste the DOI and the metadata is fetched from Crossref or DataCite, then formatted.
